The issue of Artsakh remains at the level of words: There are no institutions, nor are there any responsible parties

Why does the question of who and in what manner is actually protecting the rights of the people of Artsakh today come to the fore once again alongside Artsakh's Independence Day? Why are Artsakh's state institutions effectively in a state of inaction three years later, while the topics of the Artsakh people's rights, property claims, and ethnic cleansing are not being sufficiently raised on international platforms?

I also speak about the processes preceding the September 2023 events, from Arayik Harutyunyan's resignation to Samvel Shahramanyan's election, as well as the responsibility of those political forces that participated in or supported those decisions. I address the position I expressed years ago regarding the necessity of Artsakh's institutions operating outside Armenia, on the international stage, and the propaganda campaign that was built around that statement afterward.

If we are talking about protecting the rights of the people of Artsakh, simply criticizing the Armenian authorities is not enough. What is needed are functioning institutions, international work, protection of property rights, continuous raising of the fact of ethnic cleansing, and political responsibility for the decisions made within Artsakh itself.

I also talk about the broader problem within Armenia's political field, where society is effectively squeezed between Nikol Pashinyan's government and the former system. If there is a large segment of people who accept neither the current authorities' policies nor the return of the former ones, then that field must be able to unite and form an independent political alternative.
