Property tax increased by 100% in 2026: the looters must be removed

What it was, what it became

The property tax calculated by the new procedure has been taxed gradually since 2021. That is, a part of the property tax was taxed every year, for example: 25% in 2021, 30% in 2022, 35% in 2023, 50% in 2024, 75% in 2025, and the full 100% in 2026.

As a result of the changes adopted on June 25, 2020, the cadastral value of real estate was no longer to be determined by taking into account the quality characteristics of the property, but was to be calculated at a price approximated to the market value of the real estate. This price was to be considered the tax base, and the property tax was to be calculated with the rates established by law, with different percentages for separate price intervals.

The government adopted this project. To change the law, the issue was discussed in the National Assembly and adopted on June 25, 2020. Before the change in the Code, the property tax for apartments was calculated using a different methodology: the surface of the apartment, the covering material, the height of the apartment, wear and tear, and other circumstances were taken into account. During the government session, Atom Janjughazyan also noted that the change presented by the project is a continuation of the concept of tax system changes.

Nikol Pashinyan considered it revolutionary and also noted that this change is important from the point of view of the state-citizen relationship, as paying even a small property tax for non-expensive property is also important. After this change, heated discussions have been taking place in the political field until today. According to the opposition, the property tax has increased significantly, and there are people who inherited their houses, live in the center of Yerevan, and do not have enough money to pay the property tax. Nikol Pashinyan simply calls on those people to rent out or sell their houses and move to other residential areas.

"The property tax has increased, that means the price of your house has increased. That is, if you pay more property tax and it seems like a lot to you, it means that the price of your house is much higher than you imagine," Nikol Pashinyan said in the National Assembly on February 12.
