A sobering alarm from Strasbourg: imprisoned clergy and Azerbaijan's endless demands
January 29, 2026

Within the framework of the PACE session in Strasbourg, Edmon Marukyan presented important observations to co-rapporteurs Boriana Åberg and Mr. Fassino, pointing out significant inaccuracies in the reports being prepared. In particular, he emphasized the incorrect phrasing of the relations between the state and the church, as they cannot be viewed as equal parties under conditions where the government uses a toolkit of repressions - sending clergy to prisons or hospitals - while the church lacks such powers. In this context, the issues of political prisoners in Armenia and human rights problems were also voiced.

Turning to internal democracy, Marukyan also spoke with Romanian MP Iulian Bulai, presenting the unacceptable phenomena occurring in electoral processes and the situation within the Supreme Judicial Council. Special attention was paid to the fact that people in the judicial system are dismissed from work simply via SMS messages, which speaks to an institutional crisis.

On the foreign policy front, the complex Armenian-Azerbaijani process was discussed, where Azerbaijan, having received the maximum, continues to present new demands, including the amendment of the RA Constitution. This was described as an artificial obstacle aimed at failing the signing of the peace treaty and keeping Armenia in a state of uncertainty. Finally, the issue of economic dependence was raised: the contradiction was highlighted where Armenia strives toward the European Union while the country's economy continues to remain heavily dependent on Russia, which poses a serious challenge on the path to European integration.
